In order to promote energy conservation and emission reduction and promote the healthy and rapid development of the semiconductor lighting industry, in 2009, the Ministry of Science and Technology launched the pilot project of the “Ten City Wanhao” semiconductor lighting application project. A total of 21 cities across the country were selected as pilot cities. With the support of the country’s macroeconomic policies, the local governments of the selected cities have fully cooperated with each other, and the big screen for the promotion and application of LED around the country has been quickly opened.

One year later, what progress has been made in the application and promotion of semiconductor lighting in these pilot cities? As a pilot, what other useful lessons can be provided to other cities wishing to develop the semiconductor lighting industry? Since July of this year, National Semiconductor Lighting Research and Development and Industry Alliance has carried out research on these pilot cities and collected "administrative experience" in these regions in order to better promote the healthy development of the semiconductor lighting industry.

Financial support to increase the promotion and application of LED street lamps

As an emerging industry, there is no doubt about the broad space for semiconductor lighting. However, from the current point of view, it is undeniable that relatively high costs and prices are obviously bottlenecks that hinder their promotion and application. Therefore, pilot cities in the promotion of LED street lamps, more or less have adopted financial direct or indirect subsidies to compensate for their price disadvantages.

For example, the Dongguan City of Guangdong Province provides a 10%-30% financial subsidy for the price of LED lamps included in the application demonstration project in the city, and the maximum subsidy for a single project may reach 10 million yuan; Hangzhou Municipality invests in government construction, passes CCC or CQC Local LED lighting products that have been certified and whose lamp efficiency meets energy conservation standards are listed in the government procurement catalog. Enterprises that implement LED application demonstration projects according to standards will receive certain subsidies for project construction and electricity tariffs; Fujian Province will provide energy-saving renovations for urban street lamps and LED lamps. The urban green lighting demonstration projects such as the demonstration project of street lamps for non-polarized lamps and lanterns will be subsidized, and local businesses such as financial leasing and BOT will be encouraged to select and apply contract energy management. For project energy-saving technologies that use contract energy management, the project investment will be 100 yuan. If it is more than 10,000 yuan, the government will give a subsidy of 10% to 15% of the total investment.

Experts believe that for many cities in China, learning the experience of the above cities, especially the use of contract energy management models for energy-saving LED street lights, is a very good choice. This method breaks through the problem of large investment and high risk of the demonstration project of LED street lamps, ensures the maximization of the tripartite benefits of production, consumption and finance, minimizes risks, and achieves a win-win situation for the “government bank enterprise”.

Establish a Testing and R&D Platform to Promote the Combination of Production, Teaching and Research

Technology is the driving force behind the development of the industry. While strongly supporting LED applications, we have also strengthened research capabilities, improved the construction of relevant platforms and bases for research and development, testing, and certification, and strengthened the training of relevant personnel. This has also become the focus of many pilot cities.

In Dalian, Liaoning Province, the municipal government and Dalian University of Technology jointly invested 50 million yuan to set up a Dalian Optoelectronics R&D Center to provide technical support in research and development, testing, etc. Harbin City also pays attention to the construction of standards and detection systems, and established light distributions successively. Six detection laboratories, such as spectrum analysis, environmental reliability, etc., formed a complete LED photoelectric parameter detection and lighting energy efficiency evaluation capability; Shijiazhuang City, Hebei Province, integrated the city’s backbone units and corporate resources, and built the Shijiazhuang Semiconductor Lighting R&D Center. Established an LED color, light, and electricity integrated rapid test system and an LED accelerated life test system; based on the Hangzhou City Information Electrical Quality Inspection Center, established the Hangzhou Semiconductor Energy-saving Light Source Inspection Platform, and cooperated with universities and enterprises to conduct advanced industrial testing. Technical research, such as research on LED radiation safety inspection technology, research on LED product life and energy efficiency detection, etc. Shanghai has established a public inspection service platform with systematicity, completeness, unity and application, and uses this platform as Ties form a joint force to break the bottleneck and promote the LED industry in Shanghai Exhibition. In cities such as Tianjin and Yangzhou, the training and introduction of relevant talents have also been stepped up. Tianjin, for example, established the first semiconductor lighting technology and engineering specialty in Tianjin University of Technology and trained semiconductor lighting professional and technical personnel. Yangzhou City is hiring highly-paid related technical talents. The city has launched the “Green Yang Jin Feng Ci Cai Talent Plan” and has set up a special fund for the introduction of talents with a special fund of RMB 40 million for funding and related work for pioneering and innovative leader talents and outstanding doctoral talents. Funds. The cultivation and introduction of talents will sow the seeds of hope for the long-term development of the LED industry in these cities.

Supporting the national industry and improving the industrial chain

As we all know, the upstream chips and epitaxial wafers of LED occupy most of the profits of the industry, while the packaging and application of the profits are relatively thin. However, statistics show that 70% of China's semiconductor lighting production enterprises are concentrated in the downstream industries, domestic LED epitaxial materials, chip mainly in the middle and low, more than 80% of power-based LED chips, devices rely on imports.

Therefore, supporting the development of the national industry to the upstream has become a far-sighted measure in many cities. In order to speed up the application of domestic chips, Wuhan City will demonstrate that the LED lighting products of the local upper, middle and downstream industrial complexes with energy-saving effects of more than 40% have been listed in the government's centralized procurement catalog after the demonstration project has been inspected; Nanchang has specifically set up an engineering project promotion leading group. The Alliance for Technological Innovation utilizes the core technology advantages it possesses to foster and guide independent innovation of enterprises and increase their right to speak in the field of epitaxial chips; Dongguan cultivates leading brand companies and increases the introduction of upstream projects and policy support; The “Ten Thousands Cities and Ten Thousand Cities” project is an opportunity to guide enterprises to focus on key key technical problems, open up the industrial technology chain, and issue a one-billion-yuan MOCVD equipment purchase subsidy policy. Enterprises purchase MOCVD equipment that has reached the international advanced level, giving 800 to 10 million. Yuan/Taiwan grants promote the development of the industry to high-end. Many cities are striving to cultivate ethnic enterprises and support the development of ethnic enterprises to the upstream of the industrial chain.

In addition, in the pilot project of “Ten Cities and Ten Thousand People”, there are still many cities dedicated to the preparation of relevant standards. For example, Nanchang City drafted and formulated local standards for LED street lamps, and Guangdong Province also issued relevant local standards. These measures have accelerated the pace of LED promotion in these pilot cities, and have also set an example for other cities.
